Ezra Mann is an Associate at Kucker Marino Winiarsky & Bittens LLP, where he advises and represents commercial and residential property owners in a broad range of landlord-tenant and real estate matters throughout New York City.

His practice focuses on rent regulation and administrative law matters before the New York State Division of Housing and Community Renewal (DHCR), including rent overcharge claims, service complaints, luxury deregulation, and broader regulatory compliance issues impacting multifamily housing assets. Ezra also works on commercial leasing and transactional matters, assisting clients with a range of real estate-related assignments and advisory matters.

Drawing on both legal and real estate industry experience, Ezra approaches matters with a practical understanding of the operational and business considerations facing property owners and managers in New York’s highly regulated housing market. He works with clients to navigate administrative proceedings, evaluate regulatory exposure, and address complex issues affecting stabilized properties and long-term asset management strategy.

Prior to joining the firm, Ezra earned his undergraduate degree from the CUNY Baruch College Zicklin School of Business, where he majored in Real Estate. He then earned his J.D. from Brooklyn Law School, where he participated in the Corporate and Real Estate Clinic, gaining experience in transactional and real estate-related legal matters. Ezra is admitted to practice law in the State of New York and New Jersey.

Outside of his legal practice, Ezra is actively involved with Sephardic Bikur Holim (SBH) Community Service Network, an organization providing community support and assistance service, where he serves as Co-Chair of its Volunteer Division.
