Paola Arzeno-Barbano is an Associate at Kucker Marino Winiarsky & Bittens LLP, where she focuses her practice on administrative real estate law, regulatory compliance, and agency proceedings throughout New York City. She advises property owners, developers, and real estate stakeholders on complex regulatory and compliance matters impacting residential and commercial properties.

Prior to joining the firm, Paola spent more than six years at a New York real estate law firm, where she developed significant experience advising clients on J-51 tax benefits, substantial rehabilitation matters, and compliance with the Administrative Code of the City of New York. Her experience includes conducting due diligence for building acquisitions and audits, managing substantial rehabilitation processes, and representing clients before agencies including the New York State Division of Housing and Community Renewal (DHCR), the New York City Department of Housing Preservation and Development (HPD), the Department of Buildings (DOB), and the Environmental Control Board (ECB).

She also brings experience advising clients operating in highly regulated industries, further strengthening her understanding of regulatory risk management and compliance strategy. She approaches matters with a practical understanding of the operational and regulatory challenges facing New York property owners and real estate professionals.

Paola earned her J.D. from Fordham University School of Law, where she served as Notes & Articles Editor of the Environmental Law Review. She earned her undergraduate degree from Universidad del Sagrado Corazón in Puerto Rico. She is admitted to practice in New York and Texas and is fluent in Spanish.

Outside of the office, Paola enjoys theatre, astronomy and exploring the Catskills.
