KMWB Partner David Fonseca Appointed to NYC Housing Court Practice and Policy Advisory Committee

New Committee Signals Potential Reforms Impacting Housing Court Procedures, Timelines, and Case Outcomes

Kucker Marino Winiarsky & Bittens, LLP (“KMWB”) is excited to announce the appointment of partner David Fonseca to the newly established New York City Housing Court Practice and Policy Advisory Committee, a blue-ribbon panel convened by the New York State Unified Court System. David will serve alongside judges, policymakers, and practitioners representing both owners and tenants, helping shape future policy and procedural changes.

The Committee has been tasked with evaluating the effectiveness and administration of New York City Housing Court and developing recommendations to improve procedural efficiency, consistency, and overall court operations. Its work comes at a time of increased scrutiny surrounding delays, case backlogs, and broader structural challenges within the system.

“This is a critical moment for New York City Housing Court,” said Nativ Winiarsky, Partner of KMWB. “As real estate attorneys, we see firsthand where the system works and where it can improve. I am excited for David’s anticipated contributions to reforms that enhance the efficiency of the entire Housing Court system and better serve both owners and tenants alike.”

KMWB has been actively engaged in addressing these issues through ongoing advocacy and legal efforts aimed at reducing delays and improving case processing. Read our firm news discussing the matter here and further here.

KMWB will continue to monitor developments from the Committee and provide updates on any changes that may impact our clients.
